They only listen to the numbers and will not change anything until the numbers dictate there is a problem. Unfortunately this is reactive approach. By the guidelines they cannot exact any type of management until Spawning Biomass reaches a particular level. Unless someone were to propose an addendum to the management plan that were approved by the managers. History tells us unless the data is there to support a management action they will do nothing. We will see What the stock assessment says later this year. If the numbers are ugly there will be action. They gave themselves the ability to reduce harvest by 40% at the spring meeting. How they determine they will reach 40% less take? Your guess is as good as mine.
