Update on fish dumping

While I never saw the guy dumping fish I belive that I no who it was. After we started finding the fish only on weekends I started to make myself seen around the lot. Not just standing there but I walk around and check all around the place!
Well there was a black truck there that a guy use to sleep in every weekend last year. With rods on the roof. He reappeared again this year and the fish would seem to be there after he left only on the nights he was there. So I would walk rt up to his truck and around the lot looking. He would see me and watch what I was doing. Well after two weekends of me checking the lot and him, He disappeared and the dumping has stoped.
Was it him? Sure it was. Could I prove it? No But I have reported the plate # to the police and the DMF so they have it on record just incase he caught dumping some where else.
