It said on the news tonight it was after sunset. Then again, I've known a few women with that "deer in the headlights," not-too-bright look about them.

The law states legal shooting time is a half hour after legal sunset. Lookup legal sunset for tomorrow and see how much light is still in the sky..
The guy f'd up for sure. But there is no law against stupidity, and there is no law or regulation that says you need to fully see your target, it is merely a suggestion

doesn't he have to be a certain distance from any establishment(like a house) when shooting? |

The law says 500' from an OCCUPIED dwelling or building. So in theory if there is no one home you could discharge closer. |

i would have thought Occupied dwelling meant
that someone lives there...
not whether they are home or not....
which would be difficult to determine
