What did the vet see as a break?

The growth plate?

Glad you got a second opinion, bet that was a big sigh of relief!

Some movement in the knee is common in puppies, in one direction. The original vet didn't know that and apparently applied the rules he knew to all dogs, when it only applies to fully grown ones. Also the original vet examined the dog under anestisia which he apparently shouldn't have.

I don't think you should go back to the 1st vet it sounds like he is a hack
