If you're asking what to do with the shiners, thaw the ice and fish them on the bottom for pike/pickerel bait.

If you're asking how to keep the bucket from freezing, get a battery powered aerator and use it while out on the ice.
Ice can still form, but it won't freeze solid because the water will constantly be moving. Once you turn it off outside, the ice will form!

I use one when I fish with minnows. (it keeps the bait active)

I am a legend in my own mind!
