No but smelt do! Took my kids smelt fishing last weekend and today and got none! Can you believe that! They did however get a few small cod though on their Sabiki rigs.
I go over to the docks by 'The Tent' (or whatever it's called now) at Marina bay during lunch alot. everyone seems to have plenty smelt in their buckets each time I go, so I'd say tide doesn't make a big difference (The guy in Fore River bait seems to be the local expert). I think tiny trout hooks or the smallest hook on sabiki's would do the trick.
