buzm3
I have a link to this buoy that I check to watch the sea surface temps.
I just clicked it first time in awhile to find no data. Last reading was July 12th, 8 am. I don't know anything about buoys, is there a battery to replace? What could render one out of commision?

It's a CMAN station, whatever that is. I found the link on wunderground under marine weather. I think its just west of C'hunk. MY buoy? Shows what I don't know. You mean one can have their own buoy??

OK. I got it now. buzm3 is owned by National Data Buoy Data center and it's apparently not working. However, I found bzbm3, almost the same location, owned by NOAA's National Ocean Service but it only gives water temp. The other one gave me everything, wind, wave info. etc. I found this on www.ndbc.noaa.gov.

BUZM3 is a tower that replaced the old texas tower that used to be there. it takes forever for the NDBC to fix buoys/towers, so don't expect data to return too soon.
it could be as simple as they've had trouble communicating with the tower or all the lightning etc. could have cooked the instrument package.
