Where do they go in early September?

It seems that once again it is early Sept. and the bass have become scarce. Over the years I have noticed that in the first 2 weeks of Sept . they seem to "go away". Then the fishing picks up in the second half of the month ,peaking here in Newport ,during the first 2 weeks in Oct. Some say that the local resident fish have moved out of their "summer spots" and have begun the migration.Later in the month ,when the fishing picks up again ,it is fish moving down the coast from the north that we catch . Another theory I have heard is that in early Sept . the fish are "staging" or grouping up to begin the migration. It would be interesting to electronically monitor a few stripers at this time of year to see what goes on. Any thoughts from the Great Minds?
