That's because the New York Dept of Health has decided that childhood games like tag, kickball, dodgeball, red-rover, stickball and most other pysically active games are dangerous for children.
Exactly what are these idiots smoking at NYDH?
They (apparently) can't/won't do something more meaningful like tracking level-3 sex offenders and pedophiles efficiently, and don't (appear to) have a clue as to thwart child predators, but they can sure as hell throw their weight around when it comes to these "dangerous" games!
