There are different responses, depending on what type of fishing you'll be engaging in.
For bait fishing, outgoing is best, as it carries your bait away from the bridge, and of course, prevents hookups under the bridge.
The only exception would be chunking under the bridge, which can be very productive, and a little risky when the fish decide to run circles around the bridge footings.
For lures, the incoming is my favorite. Casting at an angle and a slow steady retrieve will bring your offering right along the bridge where some decent fish usually hide. I've caught many of my keepers last year using this approach. The good thing is that hangups on the bridge can be easily dislodged, and fishing can continue.
For the record, I was fishing from this bridge last night (Powderpoint Bridge) using clams and mac, and had some REALLY strong strikes. The best signs I've seen are the MILLIONS of peanut bunker that were there the past few nights.
