IMO: Reading the disapproval letter by the Governor (and I am not from RI), it seems to me that the Governor believes that by vetoing the RI license he is in effect also preventing the Fed license from taking effect in the state: "RI's are born with that right".

I hope so, and I hope he wants to fight it but if not, this is just blunderous.

If he really believes that the 10th Amendment and "states' rights" is still viable in 2009, you should insist that he pee in a cup and impeach him when he tests positive.
