IMO: Reading the disapproval letter by the Governor (and I am not from RI), it seems to me that the Governor believes that by vetoing the RI license he is in effect also preventing the Fed license from taking effect in the state: "RI's are born with that right".

Given the diversity of the human species, there is no “normal” human genome sequence. We are all mutants.
