This is all political grandstanding. No I don't want to pay a license fee but if my $7 goes back into the fishery then I'm all for it. Of coarse it won't..
Now if there are 1000 people who buy the license (many just won't buy it since enforcement will be very difficult and they will plead dumb if caught) the grand total is $7000. Now tell me why the Governer is vetoing it and grandstanding about it and its on the radio etc all for just $7000 in a state that is in hock by about 400 million? Now overall I like Carcieri and he's not running for reelection but his party and reputation do benefit from him being "for the people" on this huge $7000 issue.
Just political grandstanding.
