In RI we need to get a license / on top of that , if your going to use a boat then you have to pay a additional fee to have the boat declared a commercial vessel & have the commercial stickers on the hull /. It doesn,t matter if there are 5 guys fishing in a boat & they all have licenses / But if the boat isn,t declared with the sticker /you screwed also the boat limit in RI is 5 fish it doesn,t matter how many anglers on board or how many have licenses .you need it @ least one license & the boat registered ..
