"Wet Weather Discharge" ------ thats part of the antiquated sewer system in the city, with the "combined sewer overflow". Both the storm flow and sewers go to the sewage treatment plant, but when there is a lot of storm runoff the plant cant handle the flow, so they have these outlets directly to the rivers and bay that will discharge both stormwater AND raw sewage.
