i popped them out and rearranged them in this way but they still get herky jerky when the drag is tightened. i'm guessing the fibers are the black rings and the ht-100s are the white rings? i have the hex shaped drag washer on the bottom followed by the white ring, and so on. should I have the white ring up top? thanks again.

The HT-100s are the fiber ones--some black carbon-like material. The Teflon is white. Doesn't matter which order they go in the mix. The important ones are the metal ones. Putting the metal ones in the wrong order won't make it jerky---it'll make it ratchet down tight and lock up.
Try a light coating of good drag grease. The jerkiness might also be due to the metal ones being scored and needing replacement.

If you are replacing the washers with new ones and its still jerkey, the shaft that the spool slides on probably has corrosion on it.. take a scotch brite pad and go to town with it for a while till it becomes nice and shiney.. then all will be well
