I would get the EVO2 you can wear it all season. I wear it from April to November, you just need to layer. If you buy the Hurricane you can only wear it spring and fall, in the summer you will sweat your ass off.

I'm not sure there is a single do-it-all jacket.
I'm pretty happy with the Rampage, never get any water up the sleeves and the hood really keeps the wind out. The zipper neck may not be water tight, but it's a reasonable trade-off as it allows you to vent and not over-heat if it's warmer...
It's too much for the summer though, in this wind and wet cold, I'm not sure I'd want layers, give me something bombproof.

Best underwear for waders & drytops
Underarmor, or any major brand of dry-weave breathable undergarments works great for fishing, esp. in warm weather and you don't want your sweaty skin sticking to the waders, etc. Sweat and the oils and salts can clog the pores of the waders/tops. Wicks away sweat and keeps you cool.
