Give them fair warning and then let them have it!!
If the boater keeps passing you by, and is within casting range i suggest the following.
1) Put on a 3-4 Oz.Cripple Herring or sinker, cast it over the boat and reel it in quickly so it tumbles right over the rear end of the boat. That should get their attention, and if it dosen't.
2) Yell as loud as you can, The Next one will be thrown at the waterline of your boat a$$hole!!!
That should resolve any problems you may be having at the canal..
