Johnny, I would try Al's Bait in Beverly, located on the beverly side of the Beverly/Salem bridge. He's going to have herring if anybody does.

Theres a place right on harbor loop road, i have always gotten bait from them. Their hrs are 430-930. I dont know the name of it but its not to hard to find. Its the 1st building on the right once you enter the road.
I also did this 2 weekends ago when i got there late. Look for a lobster boater loading bait and if you help them load bait they usually will let you take some. Hope this helps.

Actually, I wouldn't try Al's bait. Al is both rude and
overpriced. Go to Pete's instead.
