That was the original proposal, but they officially announced a couple of days ago that it will be 2 over 47" for the season. There will also be a limited period (mid aug-mid sept for us up here) for an additional small fish 27"-47". But I think this is a really limited set-aside, and may not last the whole time.
General is 3 fish per day (over73).

before it was just a proposal now it is set I think.
I hope that 1 fish 27" to 47" in the northern area falls durring the time they show up close to RI...
