I heard the minimum hp you should put on a boat is no less than 85%the max hp the boat can handle.

I don't know about New boats, but any 20+ foot boat should have no less then a 150!
I have a 20' with a 175hp, goes nice low 30's and tops out with 2 guys and light load 40.
