Chinatown in Boston has lots of markets that sell live carp (many other fish as well).
I dunno RI well enough at all, but try calling some asian markets for it or certain grocery stores may sell it if there is enough for a ethnic demand for it during certain traditions.
Lots of people eat carp. My parents would make it, but I was never crazy for it. Food was food when we were growing up. If we chose not to eat it you would go to bed hungry. I ate everything as a kid - even food that I was allergic to ..... LOL. I loved fishing for carp in the Charles River (Hatch shell area) as a kid in the 70's, but just let them go. People would watch me and see me release them. Sometimes they would come over to ask me for one and I would tell them the water was polluted (the sludge on the rocks reaked of oil ). More often than not they couldn't understand me and wanted the fish anyway. Amazing how many people would approach me fishing asking me questions. It seemed like a foreign thing to them.
