Seriously, you can get one of the larger throw nets if the regs discourage the use of a gill net. A friend of mne does quite well with a heavy throw net provided the schools are fairly dense and you're less than 15' of water.

It's not the bait
At the end of your line
It's the fishing hole
Where all the fish is blind

any throw net over 7 feet you need an inshore net license.

Christian, I apologize for the bad advice,Beamie is 100% correct. I remember a friend of mine trying to obtain one years ago and that was the story he gave me.
