If a thief really wants to steal your gas, there are ways around any lock !
I can see this locking cap installed with self taping screws ans the thief just unscrewing it, and cutting the hose !!!

You make a good point. Easy to install, easy to remove.

Furthermore,

Many boat tank installations are not a straight shot to the gas tank. Some take enough bends and run horizontal for a while that siphoning really would be a bit difficult. Much easier to do it to a vehicle than a boat, especially when reports of drilling holes in tank bottoms goes.
