The town has no say on how many herring you can have. There are many legal ways of taking them & not just limited by permit. The town can regulate you putting a pen on a mooring permitted by the town, they do not have a say in marinas, which you pay for a slip unless specifically mentioned in their permits to operate. And we found out that we needed a permit by the coast Guard to put one in a River like the Weweantic (possible navigational hazard), which is almost never given.
If they do have any regulations in the town you wise to put one go over their head and get a propagators permit issued by the state only cost $10.
