It's not like these are Marvel super evil doers...I'd wager they'd need a maximum security prison to keep the other inmates from killing them.
Most of those sent to GITMO in the first place were just lacky's who were caught fighting US troops in Afghanistan, most were released. I think the bulk of what's left are people who's home countries didn't want to take them back.
This is a PR risk if anything, not a security risk.
