the run in plymouth is town brook and it is stocked by the state. if the body of water is tidally influenced then you do not need a freshwater licence. that is how i understand it.

I may be mistaken but I think the fresh water license kicks in at the first dam on major rivers. Brooks and streams that are fresh water entering salt require a license right up to the salt.
