PCB = polychlorinated biphenyl an organic compound which builds up in fat. PCB are not heavy metals.

Correct! And... it does in fact bio-accumulate. Meaning, it gets passed on through the food chain untill it eventually reaches the apex preditors, at which point it builds up in the adipose tissue.
