Taxation with eroneous representation

.........to repeat.... Taxation with eroneous representation.....is the word on the street(waters)......if/when license money ends up in the general accounts-not fisheries-it will be another sad day in America..

I've been told the coast guard wants nothing and will have nothing to do with enforcing this.
I got my lic (charter boat) a while ago.
No where on the lic does it say individual or vessel for hire/charter.
Should I decide to go out for fun with friends for the day, I and everyone on my my boat needs an individual lic.
Same if I decided to go to the shore to fish !
