The reason I ask is a buddy of mine was on a charter off Block Island with a very well known captain. One of the party took a leak of the side of the boat and the CG came swarming down on him, did a full inspection of the boat (kind of sucks if your on a charter) and then fined the captain.

If you are outside the 3mi limit it is legal to flush your head overboard. I can't imagine there is a fine for peeing. I pee all the time overboard, my head is still winterized from last winter. Besides, You should see the dump a 500# seal makes and he is right near the shore.

Probably not an issue with the "waste" as it is an issue with taking his junk out to pee. It's the prudish American way.
