Maybe it should be controlled like they do deer permits. Have a free recreational striper permit, you apply the first of the year and you are entered into a lottery and only so many permits will be issued for that summer, if you do not draw a permit you can not target stripers or keep a striper, you would have to go dog fishing or what ever else.

SO....you are suggesting that the state or national authorities have a lottery for us to be allowed to fish?
You can't be serious?
If that were ever the case, you KNOW that there would be people getting permits (under the table) that are "friends" of some official!
Then they will make us PAY to enter the lottery, as well as pay for the saltwater license.
NO WAY, NO HOW will this ever be a logical solution!
(but then again, look at the people in charge and ask "They can't all be stupid and crooked?" and realize they ARE!!!!)
