States do not see the value in protecting fish from being taken illegally... If they did, they would allocate funds for proper enforcement. as far as the current officers, it doesn't take Columbo to figure out where to go to find poachers. Give me a truck, a badge, a ticket book, and one afternoon.... I will make my rounds and hit bullseye 10/10 and generate more income in a single day writing LEGIT violations than some of these environmental police do in a month....

More than a grain of truth there. But your local EPOs have no choice as where they patrol and what they have to look for.
