Are we mixing up terms: registration and license?

This year 2010 isn't everyone required to REGISTER with the Feds (no cost, since MA doesn't have a registration in place) and next year 2011 get a MA LICENSE ($10) or whatever state you reside?

Of course if you register with the Feds via other routes, like an HMS pelagic, you are also exempt.

In 2010 you still have to register with the feds which is free this year. Next year you will pay for a license in Mass, or pay the feds to register if mass does not get their crap in order

As I understand it, the license bill has been passed by the Legislature and signed into law by Coupe Deval. It goes into effect January 1, 2011.

If the RI license goes into effect this year, RI licensees won't have to register with the Feds.

In any event, I'm registered. It took less time to do that than it does to order something online from Bass Pro. If I decide to buy a RI license later, then all I wasted was about 3 minutes of my time.
