Way it was explained to me, RI would have reciprocity with CT and MA, so for one license you get two states at a minimum and if from RI you get three...

The fee is also supposed to be lower than the fed one.

Mass. and CT will have universal reciprocity with any state that gives reciprocity to their licenses.

As I understand it, the General Assembly overrode Carcieri's veto of the bill they passed earlier in the year, and the fee was already set in that bill at $7, at least for residents.

Next year Mass will charge a flat fee of $10 for residents and non-residents alike. So far, the only state that won't have reciprocity with Mass. is NY since their reciprocity is limited to CT and then only on certain waters.

Partially correct, NY will not recognize a MA license, but NY also has reciprocity with RI on shared waters. (Don't ask me what the definition of "shared waters" is) just like they do with CT.
